Fuss & O’Neill has hired Charles (Chuck) Harlow, PE, former Manager of Traffic Engineering at the Connecticut Department of Transportation. As Chief Traffic Engineer, Chuck will draw from his 30 years of experience in traffic and transportation engineering experience to grow Fuss & O’Neill’s transportation services in the New England region.

Fuss & O’Neill Senior Vice President of Community Development, Ted DeSantos, PE, PTOE, was particularly pleased by Chuck’s move: “Chuck brings a depth of DOT experience and understanding that will help us improve our community. We are looking to Chuck to bring a fresh perspective and a critical eye to safety, efficiency, and design. Chuck’s decades of experience will ensure that we’re creating a network of practical and aesthetically pleasing transportation in New England.”

Chuck’s areas of expertise include traffic and pedestrian safety, traffic signals and signal systems, signing and pavement markings, and maintenance and protection of traffic. While at the CTDOT, Chuck created a Traffic Engineering Safety Section within the Department of Transportation’s Division of Traffic Engineering, which updated the existing federally-mandated Strategic Highway Safety Plan (SHSP). In conformance with the federal mandate on sign retroreflectivity, Chuck developed the method to be used by the State of Connecticut to maintain the signing on the state highway system.

Chuck’s decision to join Fuss & O’Neill stems from a desire to have a more hands-on, creative approach to traffic and transportation design. “I had worked with Fuss & O’Neill countless times while I was at the DOT, and always appreciated their consideration of the roadway user and their Complete Streets approaches. It was a mindset that I wanted to be part of.”

Chuck will be an integral part of the Community Development team, serving as an experienced QA/QC assessor and as a mentor to junior staff.
